With effect from 1 September 2024, first-time applicants for cat or dog licences must complete the free online Pet Ownership Course before licence application. The online course aims to share more about basic pet care of dogs and cats, and responsible pet ownership, to help raise standards of pet care and build a harmonious living environment in the community.

The course is estimated to take around 30 minutes to complete. There is no course assessment.

Upon completion of course, you can proceed to PALS to apply for a pet licence.
